Each of 5,815 passed zoning map amendments carries its from- and to-district, whether it raised or lowered the allowed floor area, and whether it newly allowed apartment buildings. Districts are read from the ordinances themselves, and the City’s own zoning map fills the gaps, giving a to-district for 99.4% of them.
